The engagement and disengagement can be operated at any speed. The disc brake is required if the clutch is needed to be removed while the machinery is operating or if the driven shaft must be held stationary while the clutch is removed.The size of brake is selected to guarantee that clutch disengagement is fast and clean, and this of course depends on the shaft speed because the clutch slip torque is equivalent to the square of the speed of rotation of the driven shaft.
